"I write as a nuclear weapons abolitionist, one who has been to Hiroshima to see the destruction and suffering caused by the detonation of one atom bomb, one who has spent a parliamentary and diplomatic career working on the issues of disamament and development, one who led the Canadian delegation to the 1985 Review Conference of the NPT."

"I attended the month-long Review and Extension Conference as a member of the Holy See delegation. My report, for which I alone am responsible, attempts to insert the NPT into the larger framework of global security issues. It poses the conditions necessary to realize what the NPT itself promises: negotiations in good faith on nuclear disarmament and a treaty on general and complete disarmament under strict and effective international control."
